Everything will be resized to 1600 x 1052 in standard quality. Let me clarify that compression is not the same as resolution. Even for those “HD” photographs, WhatsApp has not yet specified how much of its policies will apply. In any case, they will have a greater resolution, which will still improve their appearance.

There is currently a new HD icon. You can choose between the two quality presets when you touch it. Whether they are HD or not, all WhatsApp photographs will be end-to-end encrypted.
